STEP – “Sistemska transparentnost u izbornom procesu”

Opis: 

Projekt STEP – “Sistemska transparentnost izbornog procesa” implementira Koalicija za slobodne i poštene izbore “Pod lupom”. Koaliciju čini pet nevladinih organizacija iz cijele Bosne i Hercegovine:

    • Centri civilnih inicijativa (CCI),
    • Udruženje građana ”Demokratija-Organizovanje-Napredak” Prijedor (DON Prijedor),
    • Institut za razvoj mladih i zajednice ”Perpetuum Mobile” Banja Luka,
    • Centar za građansku suradnju Livno (CGS Livno) i
    • Forum građana Tuzle (FGT Tuzla).

Projektom STEP će se direktno povećatio snaga i vidljivost organizacija civilnog društva (OCD) u građanskom posmatranju izbora i podržati razvoj civilnog društva u procesu demokratizacije u zemlji, obuhvatajući dva izborna ciklusa u Bosni i Hercegovini: Lokalne izbore 2020. i Opće izbore 2022. godine.

Projektom STEP nastoji se ojačati građansko učešće i osnažiti pokret OCD-a širom zemlje za podršku slobodnim i poštenim izborima u BiH, pri tom smanjujući rizik od izbornih prevara i manipulacija. Poticanjem interesa građana za proaktivnim pristupom u izražavanju svoje slobodne političe volje, cilj je kojem projekat aktivno doprinosi uz razumijevanje da izbori predstavljaju osnovni i najvažniji oblik građanskog učešća u procesu demokratizacije u zemlji.

Kroz projekt STEP osmišljen je niz aktivnosti podijeljenih u pet komponenti, slijedeći imperativ izgradnje kapaciteta OCD-a u cilju jačanja građanskog sektora da se osposobi za dalje, jače. vodljive i održive aktivnosti posmatranja izbora u budućnosti. STEP se sastoji od pet komponenti:

  1. izgradnja kapaciteta i razvoj mreže
  2. posmatranje izbora
  3. razvoj javnih politika i zagovaranje
  4. komunikacija s javnosti i edukacija birača
  5. monitoring medija

Koalicija za slobodne i poštene izbore ,,Pod lupom” je osnovana u maju 2014. godine s ciljem provođenja projekta građanskog, nestranačkog posmatranja Opštih izbora 2014. godine.

Primarna aktivnost Koalicije je posmatranje izbora. Do sada je Koalicija posmatrala Opće izbore 2014. godine, prijevremene lokalne izbore u sedamnaest općina, Lokalne izbore 2016. godine, prve izbore u novoformiranoj Općini Stanari, ponovljene izbore u Općini Stolac, opoziv za načelnika u Općini Lukavac, Opće izbore 2018. godine i Lokalne izbore 2020.  Na svim navedenim izborima je bilo angažovano oko 10 000 posmatrača/ica. Osim toga Koalicija se bavi istraživanjima i izradom međunarodnih komparativnih analiza, praćenjem sjednica Centralne izborne komisije BiH, organizovanjem okruglih stolova i konferencija okupljajući predstavnike/ce zakonodavnih institucija vlasti, izborne administracije, međunarodne i akademske zajednice, te medija i civilnog društva. Koalicija zagovara unapređenje izbornog procesa u svim njegovim segmentima. Pored navedenih aktivnosti, Koalicija u izbornoj godini vrši  i edukaciju mladih birača/ica koji prvi put izlaze na izbore, a u cilju motivacije i ohrabrivanja da aktivno učestvuju u izbornom procesu. 

VIZIJA

Koalicija ,,Pod lupom” je prepoznata kao pokretačka snaga građanskog izbornog i demokratskog buđenja. Građanske grupe i pojedinci, te organizacije civilnog društva preuzimaju vrijednosti koje Koalicija zagovara, čime ova inicijativa prerasta u snažan i organizovan građanski pokret u BiH.

MISIJA

Koalicija ,,Pod Lupom” unapređuje izbornu kulturu i procese u BiH. U svom radu Koalicija poštuje sljedeće principe: nepristrasnost, etičnost, transparentnost, profesionalizam, inovativnost, odgovornost i solidarnost.

CILJEVI

    • Spriječiti izborne prevare
    • Spriječiti izborne nepravilnosti
    • Podići svijest o izbornim manipulacijama
    • Podstaći izražavanje slobodne volje birača/ica
    • Objektivno i blagovremeno izvještavati o izbornom procesu
    • Dati preporuke za unapređenje, poboljšanje izbornog procesa i izbornog zakonodavstva

ULOGA AGENCIJE LOKALNE DEMOKRATIJE MOSTAR (LDA MOSTAR)

Tim LDA Mostar je odlučio podržati rad Koalicije “Pod lupom” za lokalne izbore 2020. godine. Angažirani u ulozi dugoročnih posmatrača, nestranački i nepristrasno smo pratili izborni proces za period oko dva i pol mjeseca pred i uoči izbora. Na lokalnim izborima 2020., članovi LDA Mostar posmatrali su izbore u općinama Neum i Ravno kao i gradu Mostaru.

Aktivnosti LDA Mostar su se odnosile na:

  1. posmatranje predizbornog procesa (posmatranje rada izborne administracije i praćenje poštivanja izbornih rokova, posmatranje (pred)izborne kampanje, posmatranje izvještavanja lokalnih i drugih medija te posmatranje i prijava izbornih nepravilnosti)
  2. animiranje posmatrača izbornog dana (uključujući ulične akcije, obuku i akreditovanje posmatrača izbornog dana)
  3. sedmično izvještavanje
  4. organiziranje posmatranja izbornog dana (raspored posmatrača na biračka mjesta, koordinacija posmatranja izbornog dana)
  5. predstavljanje projekta STEP i Koalicije “Pod Lupom” u javnosti u skladu s pravilima Koalicije

Description: 

The STEP Project is implemented by the Coalition for Free and Fair Elections “Pod lupom”. The Coalition consists of five NGOs from all over Bosnia and Herzegovina:

  1. Centers for Civil Initiatives 
  2. Citizens’ Association “Democracy-Organization-Progress” Prijedor 
  3. Institute for Youth and Community Development “Perpetuum Mobile” Banja Luka,
  4. Center for Civil Cooperation Livno 
  5. Tuzla Citizens’ Forum 

The STEP Project will directly increase the strength and visibility of civil society organizations (CSOs) in civic election observation and support the development of civil society in the democratization process in the Bosnia and Herzegovina, covering two election cycles: Local Elections 2020 and General Elections 2022. The Project seeks to strengthen civic participation and strengthen the CSO movement across the country to support free and fair elections, while reducing the risk of electoral fraud and manipulation.

Through the Project, a series of activities were designed and they are divided into five components following the imperative of capacity building of CSOs in order to strengthen the civil sector for sustainable election observation activities in the future. STEP consists of five components:

  1. Capacity building and network development
  2. Election observation
  3. Policy development and advocacy
  4. Communication with the public and educating 
  5. Media monitoring

The Coalition was established in May 2014 with the aim of implementing a project of civic, non-partisan observation of the 2014 General Elections.

The main activity of the Coalition is election observation. So far, the Coalition has observed the 2014 General Elections, the early local elections in seventeen municipalities, the 2016 Local Elections, the first elections in the newly formed Stanari Municipality, the repeated elections in Stolac Municipality, the revocation of Lukavac Mayor, the 2018 General Elections and Local elections  2020. About 10,000 observers were engaged in all these elections. In addition, the Coalition conducts research and development of international comparative analyzes, monitoring sessions of the BiH Central Election Commission, organizing round tables and conferences bringing together representatives of legislative institutions, the election administration, the international and academic community, the media and civil society. The coalition advocates the improvement of the election process in all its segments. In addition to the above activities, the Coalition also educates young voters during the election year, in order to motivate and encourage them to actively participate in the election process.

VISION

The Coalition “Pod lupom” is recognized as the driving force of the civic electoral and democratic awakening. Civic groups and individuals, as well as civil society organizations, take over the values ​​advocated by the Coalition, which makes this initiative a strong and organized civic movement in BiH.

MISSION

The coalition is improving the electoral culture and processes in BiH. In its work, the Coalition respects the following principles: impartiality, ethics, transparency, professionalism, innovation, responsibility and solidarity.

OBJECTIVES

  1. To prevent election fraud
  2. To prevent election irregularities
  3. Raise awareness of electoral manipulations
  4. Encourage the expression of the free will of voters
  5. Report objectively and timely on the election process
  6. To deliver recommendations for improvement of the election process and election legislation

THE ROLE OF THE LOCAL DEMOCRACY AGENCY MOSTAR (LDA MOSTAR)

The LDA Mostar team has decided to support the work of the Coalition for the BH Local elections 2020. LDA Mostar was engaged as a long-term observers (LTO). We’ve monitored the election process for a period of about two and a half months before and on the day of elections. For the Local elections 2020, LDA Mostar members observed the elections in the municipalities of Neum and Ravno as well as the city of Mostar.

The activities of LDA Mostar were related to:

  1. Observation of the pre-election process (observation of the work of the election administration and monitoring of compliance with election deadlines, observation of the (pre) election campaign, observation of reporting by local and other media and observation and reporting of election irregularities)
  2. Animation of short-term observers – STOs (including campaigns on the streets, training and accreditation of election day observers)
  3. Weekly reporting
  4. Appointment of STOs at polling stations and coordination of STOs on the actual Election Day
  5. Presentation of the STEP Project and the Coalition in public in accordance to the rules of the Coalition
